The most important thing in the plan to build and relocate the National Assembly to Sejong Metropolitan Autonomous City was to create a compact National Assembly.
The National Assembly, which was created through reckless expansion and reconstruction, was itself a building that exudes authoritarianism. As a solution, the connection between each function was identified, and a high-density compression zoning plan was established to enable efficient work and interconnection. As a result, the complete transfer of all functions was achieved with a savings of more than 50% in the land area and the total floor area, respectively.

The second key issue was the creation of a National Assembly that had become a park.
The current National Assembly was built under President Park Chung-hee and was designed thoroughly for those in power, and nothing has changed much now. It is still blocked by fences and citizens must enter the Capitol through the back door. The National Assembly, a product of democracy, is a place that should be open to citizens. Therefore, it was planned as a public place where anyone could come and go through the opening of the land.

The third key issue was the creation of a monumental National Assembly.
The existing National Assembly has a vague identity. Domes added for political reasons are unfamiliar and functionally meaningless. A transparent and floating Capitol was planned as a symbol of the new National Assembly. This will be a burdensome and glorious place, with checks with the government office and Cheong Wa Dae from the west and a lot of attention from citizens.
