현대 소통방식인 미디어와 '유사'공공공간은 편리한 생활을 영위할 수 있도록 도와주지만 소통과 교류의 장소인 공공공간의 부재를 야기한다. 끊임없는 정보교환과 소통이 이뤄지지만 삶의 활력과 우연한 만남이 부재하는 공간은 실제 공공공간을 대체할 수 없으며, 공공공간의 중요성이 증대되고 공공공간의 부흥이 전세계적 도시현상이 되는 이유이다. 건축의 역사에서 공원, 광장 혹은 청사와 같은 공공건축의 건립은 도시의 중심, 공유 공간이자 함께 행동하는 공간을 조성하는 일이었다. 빠르게 변화하는 시대의 흐름을 따라, 공공공간 또한 변화해야 한다.

대부분의 공공청사들은 일률적인 공간구성과 다양하지 못한 프로그램으로 기존 공공의 취지와 달리, 그 역할을 담당하지 못하고 있다. 기존 문제점의 해결과 발전을 위해 이분화되어 이용되는 공공과 기능을 연결하고, 경계를 흐리며 관입되는 녹지와 문화공간으로 새로운 가능성이 열어주고자 한다.
구청의 공간이 되기도, 문화와 공공의 공간이 되기도, 일상 속 공간이 되기도 하는 자유로운 공공청사를 제안한다.

Media and 'similar' public spaces help lead convenient lives, but cause the absence of public spaces, a place for communication and exchange. Continuous communication is possible, but it cannot replace the actual public space, which is why the importance of public space increases and the revival of public space becomes a global urban phenomenon. In the history of architecture, the construction of public architecture, such as parks, squares, or buildings, was to create a center of the city, a shared space, and a space where people act together. Following the rapidly changing trend of times, the public space must also change.

Most public offices do not play a role in uniform spatial composition and programs that are not diverse, contrary to the existing public purpose. For the resolution and development of existing problems, it connects the public and functions that were used differentially, and opens up new possibilities with green areas and cultural spaces that blur boundaries.
It proposes a free public office building that can be a space for the district office, culture and public space, or a space for everyday life.
