'개화'는 식물이 생장과 성장을 거쳐 한송이의 꽃을 피우는 현상이라 말한다. 청소년 시절은 아직 개화하지 못한 꽃이라고 할 수 있다. 청소년들에게 보다 많은 경험과 충분한 시간과 공간을 제공하고, 비로써 성숙한 성인으로 성장할 수 있는 초석을 마련한다. 그리고 사람과 소통하면서 가치를 공유하고 어울릴 수 있는 과정을 거친다. 따라서, 청소년에게는 개화할 수 있도록 도움을 줄 수 있는 공간을 계획하며, 시민들이 교류와 체험을 제공받는 공간을 계획한다.

"Blooming" refers to a phenomenon in which plants bloom through growth and development. It can be said that adolescence is a flower that has not yet blossomed. It provides teenagers with more experience, enough time and space, and lays the foundation for growing into mature adults as rain. And it goes through the process of sharing values and socializing while communicating with people. Therefore, it plans a space for teenagers to help them flower, while civils provide a space for exchange and experience each other.
